At first glanceI thought it was Randy West. Until he did the plow position. Then his face took on a different appearance.. Not sure, who that is...

It's an old clip from a professionally produced and released video (and they're violating copyright by having it on that site without any attribution). The guy used to be a member here and I just can't pull it out of the depths of memory...

I don´t know if it was an outtake from another movie, but he appeared in this compilation:
