The subtitle translates to: "The art of blowing oneself". I don't know the publisher, but it's likely it's a cheap edition that compiles material from other places - that's a major, annoying trend in the publishing world. It would be interesting to hear more about it, but I wouldn't put a lot of time or money into tracking it down, personally.
